Political parties and the party system that underpins South Africa’s democracy have the potential to build a cohesive and prosperous nation. The areas of the party system that are known to require continued work are the weakness of democratic structures within parties, the perceived lack of responsibility of elected parliamentarians towards voters, non-transparent private partner financing structures and a lack of attractiveness of party-political commitment, especially for women. An examination of post-apartheid politics This volume explores some of the key features of popular politics and resistance before and after 1994. It looks at continuities and changes in the forms of struggle and ideologies involved, as well as the significance of post-apartheid grassroots politics. Is this a new form of politics or does it stand as a direct descendent of the insurrectionary impulses of the late apartheid era? Posing questions about continuity and change before and after 1994 raises key issues concerning the nature of power and poverty in the country. Contributors suggest that expressions of popular politics are deeply set within South African political culture and still have the capacity to influence political outcomes. The introduction by William Beinart links the papers together, places them in context of recent literature on popular politics and 'history from below' and summarises their main findings, supporting the argument that popular politics outside of the party system remain significant in South Africa and help influence national politics. The roots of this collection lie in post-graduate student research conducted at the University of Oxford in the early twenty-first century.

A well-performing education system is central to achieving inclusive development - but the challenge of improving educational outcomes has proven to be unexpectedly difficult. Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.
